The primary mandate of the Employment Development Department’s (EDD) Job Service is to facilitate the match between job seekers and prospective employers. To meet this mandate, EDD will identify job listings and display them in the CalJOBSSM, an easy to use Internet-based system. Job seekers can browse through the job listings and locate openings for which they qualify. EDD staff who identify job listings are responsible for documenting the results of employer contacts in the ECMS. Partner use of this system is voluntary. Joint contact records, along with other valuable information gathered about the employer, will be available to partner staff using the ECMS. The ECMS is a useful tool for EDD and participating partners to meet the mandates of California Unemployment Insurance Code (CUIC) 9616.1. This legislation aims at reducing duplication of efforts and enhancing the overall job identification activities in each county by coordinating the job identification contacts and employer outreach activities among the mandated entities: EDD, county welfare departments, Local Workforce Investment Areas, and community colleges. The ECMS supports CUIC 9616.1 by providing the means by which these entities can immediately communicate their job solicitation and employer outreach results. Description The ECMS is an Internet-based system available to those staff responsible for contacting employers for potential job openings. Using the windowing capability of Internet software, staff can use CalJOBSSM to enter and update job listings and then navigate to the ECMS to record employer contacts. The ECMS is a tool available to EDD and Partner staff that provides an easy-to-use process for recording employer contacts, characteristics, services, information, and resulting outcomes. The ECMS has many useful features that will make the job identifiers’ job easier. It contains a history of employer contacts, updates and activities. |
